Born in South Africa in 1955, Vuli acquired a BSc (Land Surveying) from the University of Fort Hare, a BSc (Information Systems) from the University of South Africa and an MBA from the London Business School. While at the London Business School, he received the Helen Suzman Leadership Award and he won the Abe Bailey Trust Award at Fort Hare.

Before creating NGN Telecoms in April 2001, he founded and headed Octagon, the business consulting and training organisation. He was an executive consultant to the investment company, Renaissance and monitored an international strategy consulting firm; He founded and became chairman of MTA Consulting, which specialised in transforming public and private sector organisations. He is the founder and former CEO and Chairman of Safika Holdings, which specialises in taking equity interest in Black empowerment transactions. Before being an entrepreneur he worked for International Consulting firms, Accenture and Monitor Consulting where he acquired extensive business consulting skills.

Vuli joined Vox Telecom Limited in August 2009 as Non-Executive Chairman, and is also honorary chairman of the Swiss-South Africa Chamber of Commerce and Industries, a former president of Enterprise Network of South Africa (ENSA), which promotes cross-border business opportunities, former honorary consul in Gauteng for the Republic of Senegal and is the honorary chancellor of children’s pre-school in Duduza.
